ANNAPOLIS, Md. (AP) — A rematch between U.S. Rep. David Trone and Republican Neil Parrott for the congressional district in western Maryland appears to be the state’s most competitive congressional battle playing out Tuesday.

Trone, a Democrat, is seeking a third term with a big fundraising advantage: the owner of the Total Wine & More liquor chain has put more than $12 million of his own money into his campaign.

The Norwegian Safety Investigation Authority says the collapse of a wooden road bridge in southern Norway was caused by “a break in one of the diagonals in the main span.” In a report based on a preliminary investigation, the authority said the Tretten Bridge had experienced “a significant overload” and its load-bearing capacity was half of what it should have been before the span collapsed on Aug. 15. The 150-meter-long (500-foot-long) truss bridge made of glued laminated timber and steel gave way as a truck and a car were crossing it. The drivers of both vehicles were rescued, and no one was injured. The safety authority stressed that its conclusions issued Friday were preliminary.

Eritrean troops have continued killing dozens of civilians in Ethiopia’s Tigray region and committing other abuses weeks after the two main warring parties signed a peace deal, according to an official document seen by The Associated Press. The forces from neighboring Eritrea, which has fought alongside Ethiopia’s military in the two-year conflict, killed 111 civilians and injured another 103 in the eastern zone of Tigray, according to information compiled between Nov. 17 and 25 by the Tigray Emergency Center. Regional government offices, United Nations agencies and non-governmental organizations participate in the ECC. The abuses threaten to harm the peace deal.

Formula One confirmed Friday that the Chinese Grand Prix will not take place in 2023, making it the fourth year in a row the race has been canceled because of the coronavirus pandemic. Japan’s parliament has approved a hefty 29 trillion yen ($216 billion) supplementary budget to fund measures to counter the blow to household finances from rising food and utility costs and the weaker yen. The budget approved Friday is the second batch of supplementary spending this year to help boost the economy. The extra spending, funded mainly by government bonds, has added to concerns over the already heavy national debt. Japan has mainly stuck to using government spending to counter inflation, instead of raising interest rates, because its economy has been growing at a slow pace for many years.

The veto promises to sustain tensions between the EU and Hungary’s nationalist government amid a struggle over democratic standards. Speaking in a radio interview on Friday, Prime Minister Viktor Orban acknowledged that Ukraine needs assistance to pay for the functioning of essential services. But he emphasized that he would block the EU’s plan of joint borrowing to fund the package. Orban instead recommended member states provide assistance individually through bilateral agreements. Hungary's veto comes as the EU is set to freeze billions in funding to Budapest over concerns over corruption and democratic backsliding.

Spanish authorities say they are looking for a person who paraglided over a border fence from Morocco to the Spanish enclave of Melilla in what appeared to be a new and creative way to migrate irregularly to European territory. A spokesperson for the Spanish government delegation in Melilla said Friday that two citizens reported seeing the paraglider Thursday afternoon. The flyer ran off after landing, which is why authorities suspect the individual was a migrant. Melilla is one of two Spanish territories in North Africa.
